It was a great adventure. Two third of the district used to be
controlled by the Khmer Rouge guerrilla which raided one of the district polling
stations during the elections. Fortunately, it did not prevent the population to
cast their ballot with a turnover of 97 %.
The job was very challenging with landmines and artillery
threats. Civic education, population registration, rehabilitation of roads and
irrigation systems, and ressettlment of refugees have been part and parcel of this mission.
The most rewarding part was the team spirit developed across a
large number of professional backgrounds and origins. I teamed with a retired
French general for the electoral part and I worked with French legionaires,
Indian, Egyptian and Bengalis civil police for the security aspects.
